"GRE" can basically encapsulate anything in anything.  That's what makes
it "generic".  Open vSwitch currently supports only GRE tunnels that
encapsulate Ethernet.  Therefore, if the device that you're trying to
talk to does not support GRE tunnels that encapsulate Ethernet, it will
not work.
