It looks like this was already fixed with commit
b953042214201e2693a485a8ba8b19f69e5bdf34 ("datapath: simplify sample
action implementation" on branch-2.3. However, this has not yet been
part of a release. I expect that 2.3.2 will be released soon
containing this fix.
