Try this (note that configuring the selection method only works with the
experimental OpenFlow 1.5 protocol):

utilities/ovs-ofctl -O OpenFlow15 add-group br0 
group_id=1,type=select,selection_method=hash,bucket=output:2,bucket=output:3
