When XenServer is rebooted, it destroys OVS database and reconstructs
it based on its internal xapi database. So it is natural to loose any
configuration not done via xapi API. I do not know anything about
cloudstack, so I cannot help you there. You will likely get better
help in a cloudstack mailing list.
