Let me give example by neutron router because I am not very clear how OVN routing works. In neutron router, qg-xx is a interface connect to external network, qr-xx is interface to connect to neutron network. But for destination, we want to they will not route to qr-xx interface, but route to some qr-xx interface. For example, VPNaas will install static routes in neutron router to route traffic to VPN appliance. Our use case like this: Traffic to other openstack will be routed to qr-xx interface, other traffic still be routed to qg-xx interface for SNAT. And we want to try OVN, so there will have 2 OVN. Each OVN must can be programed with static route and arp table. OVN supports L3 routing within logical networks. I don't know what kind of routing you need.
