Last November I was at the Workshop on empirical studies of software maintenance (WESS) and there were several people who represented a "maintenance world" -- in essence the company who produced the software product is "outsourcing" its maintenance. This represents the situation where you have maintainers who were not developers. Laid on top of that is the cost driven focus of such an operation. And, no, it wasn't just IP type of software. I don't remember the names of the gentlemen who would be good sources of information for such a maintenance organization, but Shari Pfleeger organized the workshop and one of the plenary speakers represented such an organization. I have copied Shari on this email, maybe she can shed some more light (or contact email) on this.
