Except in London (and other some places?) where 4 digit groups have 
evolved, with a three digit area code (London was once 01 and is now 
020).

020 7xxx yyyy
020 8zzz wwww


Mobiles seem to be in three digit groups 07xxx yyy zzz

Note that cellular phones in the USA and Canada are geographical (eg 
New Brunswick mobiles begin 1-506 as do landlines). In the UK, all 
mobiles number are just that - mobile!
