Can anyone recommend books or papers that talk about teaching programming?

I think you need to be a bit more specific about what you want to know, the general answer is to check the papers from:

+   the ITiCSE conferences <http://www.sigcse.org/>

+   Koli Calling <http://cs.joensuu.fi/kolistelut/>

+   Australasian conference on Computer science education

to name a few. As for books, you could check out "Computer science education research. Sally Fincher and Marian Petre. Routledge Falmer, January 2004", or <http://www.palgrave.com/products/title.aspx?is=1403946876>, there should also be one or more two in preparation + various already published books about specific issues.
