1.1 milestone confusion

I followed the link recently posted to the roadmap. I was surprised to find
that the 1.1m1 milestone page does not include issue 289 for JaxbRepresentation.
Examining the issue though, shows it is targeted for 1.1m1. Not sure why the
discrepancy but I thought someone would like to know.
