I believe you can sign documents with Adobe too provided the document has certain permissions set on it.
Is there no way to integrate the agreement into the issue tracker? That would really be the best place for it. When a user is attaching a file to an issue, you can be reasonably certain that the person attaching the code is the author of it and that he is who he says he is (its tied to his account after all).
