Are you restarting the resin server or the jvm at all when trying to redeploy/undeploy? Yep. I was restarting each time. Do you have other apps running in the resin server that are using different versions of the restlet api jars? No. It was a fresh install. I think I just found a new way to foobar the 3.1.x install - can't point the finger anywhere else. cheers.
