I've just test this and it works but both the internal HTTP client and the 
Apache HTTP client extension.

        ClientResource resource = new ClientResource("http://localhost:8182/";);
        resource.getClientInfo().setAgent("MyHttpClient");

Could you test again?

I can't set the user agent that way either. It always remain "Restlet 
Framwork", no matter what I set.
