cost to the cities or fairgrounds.  The wireless network will provide both
free and premium service.  In exchange for use of the public facilities, the
three jurisdictions will be individually compensated on a percentage of the
subscriptions and usage of the network."

opportunity? OR
5. does anyone see this  as a private profit-making opportunity? as an
opportunity to
use wifi to undercut existing isp's by offering lower price +/or greater
bandwidth?
