Quick summary is:
National Telecommunications and Information Administration (NTIA) on
July 1st released its Notice of Funds Availability (NOFA) for the
first round of grants under the Broadband Technology Opportunities
Program (BTOP) of the American Recovery and Reinvestment Act of 2009
(ARRA).
ARRA includes two categories of broadband funding: (1) $2.5 billion
for the Broadband Initiatives Program (BIP); and (2) $4.7 billion for
BTOP.
It appears the the BTOP will favor "underserved" and "unserved" areas
and commercial providers.
There are regulations requiring open networks, neutrality, advertising
claims, etc. (as we expect to see a lot more of in the near future for
existing telco and network providers.)
