How much bandwidth do you want to allocate to each potential user?

It's a simple math formula - if you have 10Mbps down, and you want to
provide 1Mbps per user, then you can support 10 users. If you want to
support 20 users, then you can assume 512Kbit per user if they all start
their sessions at the same time, and are doing roughly the same thing.

QOS would not be a factor inbound, unless you do rate-limiting on the
pfsense box itself, limiting each outbound user to a certain cap.  There
is no such thing as QOS on the public internet, everything is best-effort
first-come-first-served.
