In my continued effort to try and buff out all the rough edges in our
structure, I've written down a new proposal system:

I've discussed it on IRC and with some other people IRL; it seems to make
sense with everyone.

The big changes to note:

* Proposals must be discussed for at least a week before they can be
decided on.
* Proposals can show up at meetings, but they won't get decided on 'till
the next meeting.
* Membership and key applications are unified through the same procedures
* You aren't expected to edit the wiki to make a proposal anymore. Thats
all done through mail, or even at a meeting (where the secretary [or
champion(s)] handles it)
* All the proposals we've ever made are able to be tracked in one wiki
page for super easy reference.

When I forget how proposals, keys, and member applications work, I think
we have a problem. So thats why I got fed up and wrote this down.

Our current mechanism (from what I understand) says we need at least a
week before something can be proposed. So lets discuss this at this week's
meeting, and we can propose if next week if it seems sound.
