Phong is fixed (again)!

Also concerning phong and fixing things, the github hooks that automatically 
rebuild PDFs from our synhak-documents git repo is back up and running:

And now that phong has a sudo-ish command[1], I will next be writing the task 
that will actually handle the [email protected] system again.
