Can of white spray paint next to the paint markers, with a note saying something along the lines of "if you have spent at least 20 minutes doing little else than thinking about what they were trying to express, and have bounced your interpretation off at least one other person at or near the space, then open can" - or maybe just "no erasing anything until the paint dries" Then, and ONLY then, may you spray paint over the giant penis.
