Proposal #2: all proposals have to be seconded by 2 members in good 

standing
Jimmy - doesn't seem necessary; is it a non-issue?
You should be able to get support from 2 members so that it will really 

be able to be supported by the membership
Maybe a good idea - someone who's really married to their proposal can 

filibuster it
Good litmus test, if 2 can accept it, then it might be mature enough to 

bring it to the group, saves group time
last spring, this was discussed -- in order to actually have a proposal, 

you had to have wording that you agreed on/was logical/coherent
How do you go about garnering your two supporters?
3 people said they would sponsor this
this might clear up some procedural confusion, iron it out before the 

proposal is brought up
How to mitigate the perceived barrier of entry to submitting a proposal, 

maybe with a new person?
you should be able to talk to at least two people
The idea should be able to stand by itself, 2 people would give enough 

feedback to see if it's workable
Can ask at meetings/public forums if something's a good/bad idea

Question: If someone steps up to second something, how do we determine if 

someone is in good standing? 
Is 2 too many? Maybe we only need one instead of 2 "in the spirit of do-

ocracy"
In do-ocracy, you have to get consensus anyway
Philip - I know I can get five people to support my putting in an 8-

person hot tub, one person will block it, and we'll stall for weeks
The point is, blocking is still in place
Members in good standing get a gold star at the beginning of every mtg
How do you know you're a good member?
Devon - this doesn't address blocking; just makes it so that something 

must be a "sort of" good idea before it's presented
Philip - If a proposal is brought up, there's always an oddball who's 

going to block it
Same person can't block twice? Maybe you need more than one person to 

block? 
There's already a mechanism in place to keep the blocking from getting 

out of hand
Steve - These are 2 different things that we need to address separately
Jimmy - they're intertwined, basically the same issue
Part of blocking should require an explanation of why, just like a 

proposal requires explanation; having a format reduces the likelihood of 

miscommunication
Devon - the point of this is just so that we don't have 

proposals/filibustering that goes on for weeks on end; encourages good 

ideas over frivolous ones
Chris - problem with barrier to blocking; the point of consensus is that 

everyone agrees with it
Is this a barrier to introduction? Maybe more of a filter
If you can't get two people, bring it up as a discussion item so you can 

build support/interest

Omar - in policy-making, it's helpful to get outside perspectives, so 

associate members should be included; agrees that "in-fighting" can be 

misperceived by non-members, but excluding people isn't good either.

Becca - your membership is important during concensus, but irrelevant for 

discussion
