I've been thinking a little bit about Devin's idea of having a second for 
proposals and wondering how to also tackle the issue of scaling our group 
beyond the current 20 people. I see a significant problem in the future:

Meetings will continue to drag on forever, as everyone tries to give input.

I know that there has been some requests for a build committee and a noc 
committee of sorts in the past. With alex's proposal, there also seems to be a 
notion that maybe some folks would like another committee to figure out 
governance which I guess can include a community working group.

What if instead of having one big weekly meeting where everyone participates, 
just one person from each project group comes around with any ideas they'd 
like to solve in the meeting. Outside of a Tuesday, groups can independently 
figure out problems and decide if they'd impact the space as a whole and can 
quickly weed out any ideas. If proposals can only make it to the floor as a 
whole with a second, this can act as a check valve for any rise in problems 
that might show up later on. For example, if a community working group is 
established, issues about individuals could be first brought to the CWG who 
then handles it independently. Same for a build committee that wants to talk 
about spending money to build walls, when a lot of people don't really care, 
they just want the space built out more.

I believe this solves the problem of needing a second before anything gets to 
the Tuesday discussion and can help make things run faster and more 
decentralized.
