You are right and not.
Some of function is not in OOo but in ooo-build because Sun is created a
rule to sign SCA Agreement. Some of developer might not like it. However
the translation size of held back code is very small.
Some translation is related to newly appearing functions, that will be
part of OOo upstream later.
Also there are few contributions that wanted to be the part of OOo build
but finally they get stop signal.
So that is all. Of course my contributions are free under LGPL and I
also have SCA Agreement too.

We would be very glad to see you to help our work.
I hope you are familiar with po (gettext) files.
Then just grab ooo-build-<yourlang>.po file and translate it.
