Greg, you're right that design is pretty agnostic, but I'll share that I'm a member of the MDF (which is the Atlanta SQL Server User Group--the name MDF is a play on the filetype extension for SQL Server databases).
Sadly, I wouldn't recommend their mailing list for such questions. It's very low-volume and many questions go unanswered. Rarely do people even discuss fundamentals. Plus they will be very SQL Server-focused. I'm sure there must be better places for the kind of questions Robert wants to ask--and generic as opposed to DB-specific--though I have to admit I don't know of any.
