We experienced this on a server running SBS2003 when a sector had failed on the hard drive. When rebooting, the ColdFusion service had to be manually restarted even though it was set to automatic. Maybe you have a bad sector on your hard drive?

I'd recommend looking at the Windows event logs. There should be a more specific error message to go from.
