Could be many things - very first thing I would do would be to put Fusion Reactor or SeeFusion on it and start capturing some stack traces. Since it has minimal traffic I would look for anything else running (scheduled tasks? event gateways?) that might be hitting the box even though you are not doing much on it via the browser.
