Try this on your page (at the top of page where you would have headers...)
<cfcontent type="application/pdf" reset="true">
<cfheader name="Content-Disposition" value="attachment;
filename=newfilename#ordynamicfilename#.pdf">
I think that those two lines solve your issues.
