You can use the HTTP Headers to tell the browser to cache or not cache.   There 
are probably problems with some old browsers but I've found that today's 
browsers generally honor the Cache-Control header.

In CF,  something like this:  <cfheader name="Cache-Control" value="no-cache">
or <cfheader name="Cache-Control" value="max-age=0,must-revalidate">

There are also,   Pragma and Expires headers.   I haven't that today's browsers 
really use those (but I haven't tried them all). 
They might look something like this:
<cfheader name="Expires" value="#Now()#">   (I've heard that the Now doesn't 
really give you the correct format, but this is how it's documented.  
<cfheader name="Pragma" value="no-cache">

As I said the Cache Control one is what has worked for me.   I use the max_age 
1 to allow cache for some number of seconds,  or no-cache.    
All 3 can be put at the top of your page.

IIS has an HTTP Headers section and you can use it to put in an expires header 
on folders.    
You normally want to cache images etc and not have them come to your host every 
time (for performance).
