As far as Flex is concerned, the XML is just data, there's no specific
functionality to turn any type of data into user interface elements
without some extra work on your part.

I suggest that you use the XML to create a dataprovider for a Repeater
that loops over the questions and creates a group of RadioButtons for
each question. Assuming each question is required you'll also need
some actionscript functions that check to see the user has rated each
question before allowing them to move on.
