I'd probably set a min h & w on the app to ensure all things layout nicely there. Fix control bars, navigation, and such in the UI and let the data area grow if the user re-sizes the application. I don't usually do all the UX work though :) Performance wise, better to use absolute positioning where ever possible. eg a Canvas with children set at x & y locations or can use constraints.
