The problem, the company who "encodes" the video apparently uses a different
frame-per-second rate than which I had set, at 12, for the swf.  Thanks
much.  I increased to 30 FPS and it works perfectly!

Issue resolved!

The *only* think I can think of here is that you have a different
Flash Player installed for IE7 (ActiveX) than you do for the rest.

Take a look at your versions and see if there is a marked difference
in the version numbers.
