This is a pretty varied and large topic. There are many things you can do to address this from creating external CSS, staggered module loading, framework caching etc. One thing many forget when creating modules is to not bake the Flex framework in. Are you loading ALL modules at startup? If so, why? THe idea there is to load the module when it is actually needed, not before. Are you embedding fonts in CSS? These can be huge, look at baking in only a subset of unicode ranges needed from the font. Just a few ideas....
