I know that Adobe Streaming Server has built in bandwidth detection, so that the steam automatically can switch b/t mult version of an flv if bandwidth drops off. They are doing it via scripts (server side actionscript as well as some client side I think). That would give you a starting point. Look into the SMIL xml stuff for that.
Another alternative is to time how long it takes to download the swf, and calculate that way, but that will only give you a one-time measurement of burst speed.
