The SDK is free, the IDE (Flex Builder 3) is priced per developer seat. The new IDE, called Flash Builder 4, will also be commercial, but I am not certain pricing has been announced yet. I am not familiar with Netweaver Developer Studio. The Flex IDE is not required to build Flex applications, however it makes it a ton easier to develop faster so you recoup the cost fairly quickly in productivity gains (in my opinion).
