I've seen this behavior quite a bit. Usually it is due to one of two things:
1) I'm using Safari, which constantly caches all my swfs; even though there is a new swf available, it pulls one from cache 2) I've set my bin-debug destination to somewhere other than where my web-browser is pulling; I can delete those files all day long; they web-server is actually looking at a completely other directory. (This happened when my moved my web servers Document folder elsewhere; eclipse happily published to the old directory, despite my having deleted it.)
