Below is a suggestion.  Where I've mentioned MS refunds, open standards, and
EU lobbying, just replace them or add some other topics that you think
people would like to have a place to discuss.

...and then send it to all the active lugs, per-distro forums, maybe a free
culture group or two, etc.  Anywhere where you think there might be
interested people.

FSFE has recently set up a public mailing list for the Polish free software
community:

Topics of discussion will include obtaining refunds for unused copies of MS
Windows, increasing adoption of open/free standards, coordinating
translation activity, and communicating with the Polish MEPs on EU issues
such as software patents and the directive to criminalise copyright and
patent infringement ("IPRED2").

We hope to organise a first meeting when the list has a a few subscribers.
