not conveying."

Section 13 notes that for use over a network, only if the version is
modified, must the source be made available.

Does this mean that use of an unmodified version does not require source
distribution?

From the terms of the license, the downloading of a JavaScript file or
Flash file qualifies as "conveying" and is not subject to the exemption
in Section 13.  Is this correct?
