I think a deadline for the planning phase might be useful, but I think it depends on whether or not there is a lot of participation to begin with. If there are very few comments, I think we don't need much of a deadline. For the sweeps themselves, I think how long this part takes depends mostly on how much time we can spend on the effort. So I don't know how we would implement deadlines here.
