So it seems, yes. It's basically a poor man's current splitting, with fixed allocations for battery and system. A more flexible charger chip would draw a constant ~500 mA from USB and send everything the system doesn't need to the battery. Also note that the Ben always tries to draw ~500 mA, even if the upstream port can't deliver that much.
