Back of the envelope calculations and assumptions that nothing EVER goes right, for $250K USD one might have the first low thousands of chips. Incremental cost per chip after this first investment would be quite low. Note however that the document does not cover packaging the chips.
Semi-realistically and if done on a shoestring, $1 Million USD would get one to volume production, I think. Mark Shuttleworth of Ubuntu fame or a similar person of means could make this happen.
