The 'fbterm' in the standard nanonote OpenWRT firmware supports most
languages' characters.  For input you can use Emacs' input-methods.  Try

<Esc> x set-input-method <Ret> russion-computer

This should also work with debian (though not sure whether debian ships
a usable 'fbterm').  On Debian you might first have to enable Emacs'
utf-8 mode:

<Esc> x set-terminal-coding-system <Ret> utf-8-unix

Of course all this can be pre-configured from your .emacs config.  Just
ask if you need more information.
