I meant to reply to this for a while, sorry... There is no real process, we are a bunch of loosely connected people more or less in agreement over openess, copyleft, sharism. Jon Phillips came in and didn't like the curved look, so he made one he thought looked better. That was over a year ago. Several people said they didn't like that new one so it went nowhere. But Jon just started to use the new one in more place and slowly more people feel a fresh look may not be such a bad idea. Now Jon is planning to make T-shirts, Jon, Werner and others are tweaking some proportions and machining parameters of the new logo, and so on. BTW, Jon also made a new Ben NanoNote logo and that seems to be more or less unanimously liked. So it looks like at some point you may also see the new Qi logo on the qi-hardware.com homepage (wiki). Actually, root access to that server is shared by at least 5-10 people, without hierarchy. I guess any of those are trusted to make a change :-) (just checked: 12 people have root access to the Qi server) Hope this explains the background a little.
