Oh, wait. I spoke too soon. In
http://www.epubbooks.com/about

He first says "public domain" but then he says "my ebook files use
a cc-by-nc-nd license, "but not to sell them".
So that means while he uses the fact that the original works are
"public domain", he specifically chose a -nd and -nd license from
Creative Commons to protect the minor work he did in converting
the works to EPUB format.

Bottom line: We cannot use any epub files from epubbooks.com
