Indeed, it's very common in France.

BTW, is that legal for an administration to force you to use a proprietary 
software (Acrobat Reader) and one of the two proprietary OSs that support it 
(Windows or Mac OS)? It's like forcing you to accept a commercial contract with 
a private corporation.
