there were a couple of examples in Germany. E.g. the University of Osnabrück adopted BigBlueButton https://www.rz.uni-osnabrueck.de/homeoffice/bigbluebutton.html (in German) There were others mentions on fsfe-de (I believe) and on Germany news portals and magazines. There were more example. But note that in Germany the education is in responsibility of the states (not federal government). And schools themselfs can often chose their own solutions.
