Look for stg.exe, not a history viewer, does continueous polling.  I use it
when I am investigating oddities on the network

For Windows I've been somewhat partial to  GetIF
(http://www.wtcs.org/snmp4tpc/getif.htm), for unix I usually end up
just using snmpwalk/snmpget :)
