Hmm, it appears to be in the correct queue now.
Is it possible that I needed to end my VPN session and restart it, if the
session was started prior to the traffic shaping wizard?

Try and figure out which queue it's matching (you'll probably have to
do something bandwidth intensive inside the tunnel) and we'll see if
we can find out why.
