But why not give the user directly a choice? block by default is a very
bad idea IMO...
Like a dropdown-field "default policy" with block and reject.

Uhh, I call allowing you to put in a rule defining what YOU would like
to do a choice.  We aren't going to change the default policy, nor are
we going to put in an option to change it - you can add fall through
rules to catch anything you didn't explicitly pass.
