Show a screen shot of the rules summary page (the page where you can add/edit/delete advanced outbound nat items). Also show a screenshot of the actual items setting as well.

Create an advanced outbound NAT rule for this particular port, move it to the top and be sure to enable the static pot option for the rule in question.
