Although not freeware, omnigraffle is a nice alternative if you have a Mac.

That and all the diagrams in the m0n0wall documentation were done with
Microsoft Visio 2003 (by yours truly), as someone suggested. It's by far
the best diagramming software, IMO. I've tried other options like Dia on
BSD and Linux, and they just don't stack up for my purposes (and end up
looking like something done with Visio circa 1995). 

Though my employer pays for my Visio license, I may feel differently if
that weren't the case.  ;)
