Is 192.168.0.0/24 your LAN segment?  If so, I'd suggest moving off it.
 It sounds to me like something on your WAN is using the
192.168.0.0/24 segment (or there's a couple asshat's out there
spamming bogus gratuitous ARPs on that wire).
