I had the same experience earlier and then reinstall fixed it.

While we investigate, is it possible to get a dump of actual rules from the ssh 
or something and a quick way to delete all of them, even if "purge all" because 
the config.xml reload should create fresh again.... right?

to a box internal to the pfsense firewall, but none of them are working.

NAT area as well.
